최근 조금씩 악화가 둔화되고 있는 대만 경제에 태풍 모라꼿이 다시 엄청난 피해를 입혔습니다.

태풍으로 인해 3분기 성장률이 1%하락할 것이라는 악재와 함께, 이러한 시설물 파괴가 재건투자로 이어져 중장기적으로 성장률을 높일 것이라는 기대도 함께 제기되는 상황입니다.

중국에 대한 무역의존도가 굉장히 높은 대만의 경우, 당장 중국의 부양책에 의해 동시에 여건이 나아지고 있지만, 커지는 버블과 인플레이션 위헙에 내년까지 중국이 부양을 계속할 수 있을지를 기약할 수 없기 때문에 여전히 대만경제의 불확실성은 존재하고 있습니다.

Aug. 20 (Bloomberg) -- Taiwan’s economy probably shrank at a slower pace in the second quarter as exports to China improved, indicating the island may be recovering from its first recession since 2001.

Gross domestic productcontracted 7.8 percent in the three months through June, according to the median estimate in a Bloomberg News survey of 17 economists, after declining a record 10.24 percent the preceding quarter. The report is due to be released at 5 p.m. local time and will include a forecast on the impact of the typhoon that struck the nation earlier this month.

“Taiwan’s economy is mainly export-driven and it is largely affected by the economic outlook in China and nearby countries,” saidMa Tieying, an economist at DBS Bank in Singapore. “We expect Chinese demand to help boost exports growth in the second-half.”

The easing in Taiwan’s economic decline, led by companies includingTaiwan Semiconductor Manufacturing Corp., comes as South Korea, China and Singapore lead a regional rebound. The island nation was battered Aug. 6-9 by its deadliest typhoon in 50 years, with at least 136 people killed.

Taiwan’s electronics producers send parts to China that are re-exported as finished computers, televisions and mobile phones to consumers in the U.S. and Europe.

Second-quarter sales at Taiwan Semiconductor, the world’s largest custom chipmaker, climbed 88 percent from the previous quarter to NT$74.21 billion ($2.25 billion), boosted by overseas demand. June sales atQuanta Computer, the world’s largest maker of notebook computers, climbed 34 percent from a month earlier.

Stocks Rise

The benchmark Taiex index has surged 48 percent this year on optimism that the Chinese government’s stimulus, coupled with Taiwan’s closer relations with the mainland, mean the worst may be over for the economy.

Emerging economies, led by China, will pick up later this year and help the world recover from the worst slump since World War II, the International Monetary Fund said in a July 8 report.

Taiwan’s shipments to China, its biggest overseas market, fell 21.5 percent in July from a year earlier, compared with a drop of 38.1 percent in the first seven months. Totalexports, which account for more than two-thirds of Taiwan’s economy, fell 24.4 percent in July, slowing from a 30.4 percent slump in June.

To help revive Taiwan’s economy, the government plans NT$858.5 billion of spending over four years, equivalent to about 6 percent of GDP, on infrastructure, consumer grants and tax cuts. It handed out NT$82.9 billion of shopping vouchers in January, which the statistics bureau says added 0.66 percentage point to GDP.

Interest Rates

The central bank in June keptinterest ratesunchanged at a record low 1.25 percent for a second meeting. Governor Perng Fai-nan and his board have cut rates by 2.125 percentage points since Sept. 25.

The central bank is likely to hold interest rates for the rest of year as there is no immediate risk of inflation, DBS Bank’s Ma said. “The economy is recovering but it hasn’t gone back to the level before the financial crisis,” he said.

Taiwan’s PresidentMa Ying-jeou, who is suffering in opinion polls over his handling of relief efforts following Typhoon Morakot, said yesterday the storm is likely to hurt third-quarter growth.

Morakot caused losses of NT$110 billion, including NT$13.4 billion in agricultural damage, after it dumped record rainfall on Taiwan, leaving 386 missing as landslides buried villages and destroyed bridges and roads, mainly in the south.

“August output will suffer and headline inflation may temporarily spike,” saidTony Phoo, an economist at Standard Chartered based in Taipei. “However economic losses should be limited.”

He said he expects typhoon-related output losses and damage to reduce third-quarter economic growth by about 1 percentage point, though this should be offset by additional reconstruction investment, which may boost growth over the medium term.

대만경제가 중국에대한 수출이 증가하면서 2분기 침체가 줄어드는 모습을 보여 2001년이래 처음 겪는 경기침체를 벗어나고 있는 것이 아니가 보여지고 있다.

전분기에 10.24%감소를 기록한 이후 gdp는 6월까지 석달간 7.8%하락할 것이라고 블룸버그 조사에서 17명의 이코노미스트들이 예측했다.보고서는 지역시간으로 오후 5시에 공개될 것이며 이달초 국가를 마비시켰던 태풍의 충격을 예상해 포함할 것으로 보고있다.

싱가폴의 DBS은행의 이코노미스트인 Ma Tieying은 대만의 경제는 수출이 이끌고 있는데 특히 중국과 주변국가의 경제성과에 큰 영향을 받고 있으며, 중국의 수요가 하반기 수출을 늘리는데 도움을 줄 것으로 기대하고 있다고 말했다.

대만의 경기는 한국, 중국, 싱가폴등의 지역경기가 살아나면서 TSM을 포함한 기업들의 주도하에 침체가 완화되고 있다. 대만은 8월 6일부터 9일깢 50년만의 최악의 태풍을 맞아 적어도 136명이 죽었다.

타이완의 전자부품제조업자들은 부품을 중국으로 보내고 중국에서 컴퓨터, 텔레비젼, TV, 휴대폰등을 제조해 미국과 유럽시장의 소비자들에게 수출하고 있다.

세계최대규모의 칩메이커인 TS의 2분기 매출은 해외수요의 증가로 전분기대비 88%상승한 742.1억대만달러(22.5억불)를 기록했다. 세계최대 노트북컴퓨터 제조사인 Quanta Computer의 6월 매출은 전달대비 34%증가했다.

올들어 대만 주식지수는 중국정부의 경기부양정책의 밀접한 영향을 받으면서 최악의 국면을 벗어나고 있다는 낙관론으로 48%상승했다.

중국이 이끌고 있는 경제상승은 올해말까지 계속될 것이며 2차대전이후 최악의 슬럼프를 겪고 있는 세계경제회복에 도움을 줄 것이라고 지난 7월 8일 IMF는 보고서를 통해 밝혔다.

대만의 가장큰 해외시장인 중국으로의 수출은 7월에 전년대비 21.5%하락한 상황인데 올해 7개월동안 38.1%하락했다. 중국경제의 2/3이상을 차지하는 총 수출은 6월에 30.4%하락이후 속도가 느려져 7월 24.4%하락하는데 그쳤다.

대만경제 회복을 돕기위해 대만정부는 8585억대만달러를 4년여에 걸쳐 지출할 계획을 가지고 있는데 이것은 GDP의 6%수준으로서 인프라스트럭쳐, 소비부양, 감세등에 사용될 것이다. 829억대만달러는 지난 1월 쇼핑바우처로 사용되었는데 통계청은 이것이 GDP를 0.66%상승시켰다고 말했다.

지난 6월 대만 중앙은행은 기준금리를 1.25%를 유지하기로 했다. 총재인 Perng Fai-nan과 이사회는 지난 9월 25일 금리를 2.125%낮추었었다.

DBS은행의 Ma는 인플레이션 위험이 급박하진 않기때문에 중앙은행은 올해까지는 금리를 유지할 것으로 보이며 경제는 회복중이지만 금융위기 이전수준으로 돌아가진 않은상태라고 말했다.

태풍피해를 줄이기 위해 노력중인 대만 총통 마잉주는 어제 태풍이 3분기 성장에 타격을 미칠것이라고 말했다.

태풍 모라곳은 135억대만달러의 농작물피해를 포함해 총 1100억대만달러의 손실을 기록했으며 기록적인 폭우로 산사태가 남쪽의 마을과 다리, 도로를 덮쳐 386명이 실종되었다.

SC의 이코노미스트인 토니푸는 8월 성장에 있어 공식 인플레이션이 위험이 되겠지만 경제손실은 제한될 것이라고 말했다.

그는 태풍의 영향으로 인한 손실이 3분기 경제성장을 1%까지 낮출 것이며 이것이 추가적인 재건투자로 이어지면서 중장기적으로 경제성장을 높일 것이라고 예상하고 있다고 말했다.
